Alberta entrepreneur immigration runs three separate streams, and they are not variations on one another. The money ranges from $25,000 to $300,000 and the language requirement from level 4 to level 7, so the cheapest one is not the easiest one.
About this work
Because the money is not what excludes people. The Graduate Entrepreneur Stream asks for a minimum investment of $25,000 and sets no net worth requirement at all, which makes it the least expensive entrepreneur route in either open province. It also asks for Canadian Language Benchmark level 7.
Level 7 is a serious threshold. The Rural stream asks for level 4, and the gap between those two is the difference between a test most applicants clear and one that a good many do not without preparation. A client comparing the streams on investment alone will pick the one they are least likely to qualify for.
The Graduate stream is also closed by definition to most people. It requires a valid post-graduation work permit and at least two years of full-time study producing a degree or diploma from a publicly funded Alberta institution. Somebody who studied in Ontario, or at a private Alberta college, is not eligible however good their business is.
So the honest way to read the table is from the bottom up: who you are decides which stream is open to you, and only then does the money matter.

The route

Each figure below is published by Alberta and was read from its own eligibility pages. All three streams run on an expression of interest system, so meeting the minimum is what puts a candidate in the pool rather than what gets them selected.
Net worth of at least $300,000, investment of at least $100,000, and ownership of 51 per cent for a new business or 100 per cent where an existing business is being taken over. At least one full-time job for a Canadian citizen or permanent resident, not counting relatives.
Language at Canadian Language Benchmark level 4, high school completed to the Canadian standard with an educational credential assessment, and either three years as an active business owner or manager, or four years as a senior manager, within the past ten.
The business has to go to a community with a population under 100,000, outside the Calgary and Edmonton census metropolitan areas. Candidates must complete an exploratory visit before submitting a business application, which is a requirement rather than a recommendation.

A community with a population under 100,000, outside the Calgary and Edmonton census metropolitan areas. That excludes the two cities most newcomers to Alberta actually move to, and it is the condition that decides whether this stream is realistic for a particular family.
The exploratory visit is mandatory before a business application is submitted. It exists because the province has learned what happens when people commit to places they have never seen: the business is established, the nomination is pursued, and the family leaves. The visit is the province's attempt to test that in advance, and it should be treated as a genuine assessment rather than a box to tick.
Ownership is 51 per cent for a new business and 100 per cent where an existing business is being taken over. That second figure is stricter than most people expect, and it matters where a vendor wants to retain a minority stake or where family members intend to hold shares.
The job requirement is one full-time position for a Canadian citizen or permanent resident, and relatives do not count towards it. In a small community that is a real constraint on the kind of business that works, and it belongs in the business plan from the start.
Meeting the minimum gets a candidate into a pool. It does not get them selected. All three Alberta streams run on expressions of interest that are scored and ranked, and the province draws from the pool.
That means the published minimums are floors and planning to them is planning to be near the bottom of the pool. On the Graduate stream, for example, job creation is not a mandatory requirement, but it scores: points are awarded for one job, more for two, more again for three or more, where those jobs last at least six months and go to citizens or permanent residents.
The practical consequence is that the business plan is doing two jobs at once. It has to satisfy the eligibility criteria, and it has to score. A plan built to clear the minimum will clear the minimum and sit in the pool.
It also means timelines are not fully within anybody's control, and nobody can promise selection. What can be said in advance is whether a candidate is eligible and roughly where they would score, and that is a useful conversation to have before any money is committed.
The same sequence as elsewhere: not permanent residence, but a route to it. A selected candidate moves to a business application, and the province's nomination follows performance rather than preceding it. The capital is committed while status is temporary.
A provincial nomination is worth 600 points in Express Entry, which effectively decides the federal outcome. But the federal application is separate and is assessed on the applicant, so admissibility, medicals and documentation all have to hold up independently of anything the province decided.
For a client already in Canada, the interaction with existing status matters. A post-graduation work permit has a fixed length and cannot be renewed, so on the Graduate stream the runway is finite and known from the start. Planning the business timeline against the permit expiry is the difference between a workable plan and one that runs out of status halfway.
None of these streams is quick. Each of them involves establishing and running a real business in a specific place, and that is the part that cannot be accelerated by anybody.
