Provincial entrepreneur streams in Canada

The Ontario Immigrant Nominee Program was rebuilt. Changes to the regulation under the Ontario Immigration Act, 2015 came into force on 25 June 2026 and were announced the following day. The former streams were removed and a single Ontario Workforce Priority stream was introduced, with its expression of interest system opening on 4 August 2026.

The new stream is a worker route. It covers people with job offers across the National Occupational Classification training, education, experience and responsibilities categories, and self-employed physicians registered with the province's medical college. There is no entrepreneur pathway in it.

Expressions of interest registered under the former streams that had not produced an invitation to apply are withdrawn. Applications submitted following an invitation under a former stream continue to be assessed against the requirements that were in effect when they were submitted, so a file already in the system is not lost.

For a client in the Greater Toronto Area this is the most consequential change of the year, and it is the one least reflected in what is published. If you were told during 2025 that Ontario had a route for business owners, that advice was accurate then and is not now.

It closed the door and said so plainly. The programme's own page states that effective 27 March 2025 the Saskatchewan Immigrant Nominee Program has permanently closed all Entrepreneur and Farm immigration pathways, with no new applications accepted, no new expressions of interest considered and no further invitations to apply issued.

Existing applications continue to be processed to completion, which is the same pattern as the federal closures: intake stops, the queue keeps moving.

There is a trap on that page worth knowing about. Below the closure notice, the full requirements are still set out: $500,000 in net business and personal assets, a minimum investment of $300,000 in the Regina or Saskatoon metropolitan areas or $200,000 elsewhere, one third ownership unless the investment reaches $1 million. Those figures read as current and are not. They describe a programme that has been closed for over a year.

We mention it because that is exactly how stale advice gets produced. A summary of that page will happily report the figures without the notice above them.

On which conditions they can actually meet, and the money is rarely the binding one. Every open province publishes a net worth figure and an investment figure, and those are the numbers everybody compares. The conditions that decide most cases are elsewhere.

Language is the first. Alberta's Rural stream asks for level 4, which is low. Its Graduate stream asks for level 7, which is not, and a client who assumes the streams within one province share a language threshold will plan around the wrong number.

Location is the second. Alberta Rural requires a community under 100,000 outside the two big metropolitan areas, and a mandatory exploratory visit. British Columbia's Regional stream requires a referral from the host community, which means the community has to want the business before the province considers the applicant. Neither is a formality.

Third is what the family actually wants. These streams put people in places they did not originally choose, on agreements that have to be performed before status is secure. A plan that ignores whether the family will stay is a plan to abandon the business in year two, and the nomination goes with it.
